This bill establishes an Alternative Funding Task Force composed of members from the Mississippi Rare Disease Advisory Council to study the impact of alternative funding programs on patient access to affordable prescription drugs. The task force, led by a physician experienced in treating rare diseases, will investigate the history, prevalence, and business models of alternative funding programs in the United States and Mississippi. Specifically, they will examine how these programs affect patient assistance programs and prescription medication coverage across various health insurance products, including commercial, public employee, and individual exchange plans. The task force will meet as needed, complete their study by December 1, 2025, and submit copies of their findings to several medical and industry associations. They will also provide a written report with legislative recommendations to key state officials and legislative committees, including the Governor, Medicaid Director, and various House and Senate committees. Task force members will serve without compensation but may be reimbursed for travel expenses. The task force will automatically terminate after submitting its study, ensuring a focused and time-limited investigation into alternative prescription drug funding mechanisms.
