This bill modifies California's childcare regulations to create a specific exemption for family childcare homes administered by United States Armed Forces personnel that exclusively serve children of eligible federal personnel and their surviving spouses. Under the new provisions, these military-certified family childcare homes will be exempt from standard state licensing requirements, but must still meet several important health and safety standards. These standards include having staff trained in first aid and CPR, maintaining daily attendance records, developing emergency preparedness plans, complying with transportation and safe sleep guidelines, and undergoing regular safety inspections by military installations. The military installations certifying these homes must annually report to the California Department of Social Services, including filing a list of exempt facilities and reporting any incidents involving child injuries or deaths. By July 1, 2026, the department must develop a comprehensive policy governing these exempt family childcare homes, which will be published online and updated as necessary. Additionally, the bill requires that family childcare homes participating in a Department of Defense fee assistance program through a county quality improvement program be prioritized for annual inspections, ensuring ongoing oversight and quality assurance.
