This bill alters the minimum salary and compensation structure for public school employees in Maryland, focusing on expanding the definition of who qualifies as a public school employee and establishing new salary provisions. Starting July 1, 2026, the bill mandates a minimum salary of $60,000 for all public school employees, which includes certificated professionals, substitute teachers, nurses, social workers, home and hospital teachers, and Junior ROTC instructors across various Maryland counties. Beginning July 1, 2025, the bill introduces salary increases for "qualified educators" - defined as public school employees who provide direct instruction or services to students, but explicitly excluding traditional teachers. These educators can receive a $10,000 salary increase for obtaining a National Board Certification (NBC) or an alternative high-quality educator credential, and an additional $7,000 increase if assigned to a low-performing school. Importantly, if a qualified educator is eligible for multiple increases, they will receive all applicable increases, and those teaching in low-performing schools will retain their salary increase even if the school's performance improves. The implementation of these salary increases is contingent upon approval by the Accountability and Implementation Board.
