This bill amends the Workforce Innovation and Opportunity Act to create a 2-year pilot program providing $1 billion in competitive grants to local government units and community-based organizations to help retain, employ, or train employees providing public services. The grants can be used primarily to prevent layoffs of existing employees due to budget cuts, with any remaining funds able to be used to employ or train new individuals in public service positions. The program prioritizes grants to areas with high unemployment, foreclosure, and poverty rates, and encourages grantees to focus on hiring or training veterans, people with disabilities, unemployment benefit recipients, and dislocated workers. Recipients must submit an application to the Secretary, who will be required to report to Congress after two years on the program's outcomes, including the number of individuals hired, trained, or retained. The pilot program is specifically authorized for fiscal years 2026 and 2027, covering a wide range of local government entities including territories and freely associated states, with the goal of preserving and creating jobs in local public services during challenging economic periods.
