This bill requires the Maryland Department of Health to create and distribute educational literature about firearms and related safety topics to county health departments. The literature must cover five key areas: firearm safety, firearm training, suicide prevention, mental health awareness, and conflict resolution. County health departments will then distribute this literature to all establishments selling firearms or ammunition within their county. These establishments will be required to make the literature visibly available at the point of sale and provide it to each customer who purchases a firearm or ammunition. If an establishment fails to comply, they may be subject to civil penalties: $500 for a first violation and $1,000 for subsequent violations. The penalties will be issued by an authorized representative of the county health department and paid to the county that issued the citation. The bill is set to take effect on October 1, 2025, and aims to provide important safety and awareness information to firearm and ammunition purchasers through a structured distribution system.
