This bill, titled the "Restoring Confidence in the World Anti-Doping Agency Act of 2025," amends existing law to grant the Office of National Drug Control Policy (ONDCP) new authority regarding the World Anti-Doping Agency (WADA), an international organization that sets standards for drug testing in sports. The bill defines terms like "amateur athlete" and "independent athlete," clarifying who is considered an athlete not holding certain positions within sports organizations. Crucially, it requires the ONDCP, in consultation with other US sports bodies, to annually determine if WADA has a fair governance model that includes adequate representation for the United States, has implemented reforms for independent governance, and has fair processes for selecting independent athletes for decision-making roles. If WADA fails to meet these criteria, the ONDCP must use its best efforts to bring WADA into compliance, report to Congress on barriers to US participation, and may voluntarily withhold US membership dues. Furthermore, any withheld funds not used by the end of a fiscal year will be returned to the Treasury, and the ONDCP must submit a spending plan to Congress before obligating any funds to WADA.
