This bill modifies New Hampshire's absentee voting procedures by introducing a new verification process for voters who request their absentee ballot be mailed to an address different from their official checklist address. Under the proposed law, such voters can be "verified" in two ways: either by voluntarily showing a photo identification to the clerk before election day or by including a notarized signature on their absentee ballot application form. If a voter chooses and completes one of these verification methods, the clerk will mark the ballot envelope as "voter verified" and will not compare the voter's application signature to their ballot signature on election day. Conversely, voters who do not complete either verification method will have their ballot application signature compared to their ballot signature during election day processing, following the current standard procedure. The bill will take effect 60 days after its passage, providing time for election officials and voters to understand and implement the new requirements.
