This bill amends Idaho's vehicle registration and state parks passport laws to increase fees and create a new nonmotorized recreation fund. Specifically, the bill doubles the cost of the Idaho state parks and trails passport from $10 to $20 for a one-year pass and from $20 to $40 for a two-year pass. Of these passport fees, $16 (for a one-year pass) or $32 (for a two-year pass) will be deposited into the existing park and recreation fund, while $4 (for a one-year pass) or $8 (for a two-year pass) will be deposited into a newly created nonmotorized recreation fund. The nonmotorized recreation fund will be administered by the state parks and recreation department and can be used for activities such as securing recreational land and easements, developing nonmotorized trails, creating user education programs, acquiring matching federal funds, enforcing recreational laws, and providing grants to governmental entities, tribes, and non-governmental organizations. The bill includes an emergency clause, making it effective from July 1, 2025, which allows for immediate implementation of the new passport fees and fund structure.
