AI Summary
This bill amends the Illinois Code of Civil Procedure and Business Corporation Act to expand the circumstances under which a corporation can be subject to general jurisdiction in Illinois courts. Specifically, the bill provides that a corporation can be subject to general jurisdiction if it has its principal place of business in Illinois, or if it is a foreign business corporation that has consented to general jurisdiction in the state. For foreign corporations, this consent occurs automatically when registering to do business in Illinois after the bill's effective date, or for corporations already registered, upon their next annual report filing date. The bill uniquely allows for general jurisdiction in cases involving toxic substance exposure, provided jurisdiction is proper for at least one co-defendant. Additionally, the bill stipulates that a corporation's consent to general jurisdiction only terminates upon formal withdrawal from the state. For foreign corporations operating without proper authorization, the bill establishes that they are deemed to have consented to general jurisdiction for 180 days following each act of unauthorized business activity. The key purpose of this legislation appears to be creating clearer, more comprehensive rules for establishing court jurisdiction over corporations doing business in Illinois.
