This bill establishes the Alabama Seagrass Restoration Task Force to address the loss of seagrass in state marine waters and develop innovative restoration technologies. The task force will consist of 8 members, including leaders from the Dauphin Island Sea Lab, University of South Alabama, state government, and marine environmental organizations, who will be appointed to ensure diverse representation. The task force's primary goal is to develop a 10-year Alabama Seagrass Restoration Plan, identifying tools and approaches to restore coastal seagrass ecosystems. The Dauphin Island Sea Lab will serve as the fiscal agent, managing appropriated funds and potentially engaging with other marine science organizations to pursue applied research. Task force members will serve without compensation but may be reimbursed for meeting expenses. The group is required to meet at least twice annually and provide an annual report to key state legislative and executive leaders detailing their progress, findings, and recommendations. The task force aims to address the ecological and economic impacts of seagrass loss through a collaborative and coordinated effort between public and private research entities. The bill is set to become effective on October 1, 2025.
