AI Summary

This bill amends the Business Assistance and Regulatory Reform Act to improve the state's business permitting and regulatory processes. The bill establishes an enhanced Office of Business Permits and Regulatory Assistance with expanded responsibilities for tracking and expediting project permits. Key provisions include creating an Interagency Permitting Advisory Committee with representatives from various state agencies, developing a comprehensive online Permitting Dashboard to track project statuses, and establishing a coordinated project planning process aimed at completing permit reviews within two years. The bill defines "covered projects" as infrastructure and economic development initiatives requiring significant state authorization, typically involving investments over $20 million. The office will now use information technology tools to improve transparency, reduce delays, and track project metrics, with specific requirements for agencies to post timely updates, establish clear permitting timetables, and resolve potential disputes through a structured mediation process. The legislation seeks to streamline regulatory procedures, provide better information to businesses, and create a more efficient and predictable permitting environment for large-scale projects in Illinois.
