This bill amends the Illinois Vehicle Code to modify the process for obtaining and maintaining disability license plates and parking decals. The bill expands the list of licensed medical professionals who can certify a disability to now include physical therapists, in addition to physicians, physician assistants, and advanced practice registered nurses. Importantly, the bill introduces a new requirement that any registration plate or parking decal issued to a person with a permanent disability (or their parent/guardian) must be recertified every 5 years. During this recertification, the individual must submit a statement from a licensed medical professional confirming their continued disability status, as defined under Section 1-159.1 of the Illinois Vehicle Code. This change ensures that disability plates and decals remain current and accurately reflect an individual's medical condition. The bill maintains existing provisions that allow for disability plates and parking decals to be issued to individuals with specific disability classifications or to organizations that transport people with disabilities, while adding an additional layer of periodic medical verification.
