Amending the act of April 9, 1929 (P.L.177, No.175), entitled "An act providing for and reorganizing the conduct of the executive and administrative work of the Commonwealth by the Executive Department thereof and the administrative departments, boards, commissions, and officers thereof, including the boards of trustees of State Normal Schools, or Teachers Colleges; abolishing, creating, reorganizing or authorizing the reorganization of certain administrative departments, boards, and commissions; defining the powers and duties of the Governor and other executive and administrative officers, and of the several administrative departments, boards, commissions, and officers; fixing the salaries of the Governor, Lieutenant Governor, and certain other executive and administrative officers; providing for the appointment of certain administrative officers, and of all deputies and other assistants and employes in certain departments, boards, and commissions; providing for judicial administration; and prescribing the manner in which the number and compensation of the deputies and all other assistants and employes of certain departments, boards and commissions shall be determined," in powers and duties of the Department of General Services and its departmental administrative and advisory boards and commissions, providing for menstrual hygiene products in State buildings.
AI Summary
This bill requires the Department of General Services to provide free menstrual hygiene products (such as tampons and sanitary pads) in at least 50% of bathrooms across state-owned buildings, making these products accessible to the general public at no cost. The legislation mandates that the department install dispensing machines and disposal receptacles in these bathrooms and develop signage to inform the public about the free availability of menstrual products. The requirement does not apply to buildings without bathrooms or to rarely occupied structures like salt storage facilities, maintenance sheds, or temporary structures. If existing disposal receptacles are already in suitable condition, the department is not required to replace them. The bill defines "menstrual hygiene products" specifically as tampons, sanitary napkins, or pads, and limits the definition of "state building" to those owned by the Commonwealth and maintained by the Department of General Services. The legislation will take effect 60 days after its passage, and the Department of General Services is authorized to develop guidelines for implementing these requirements.
