This bill modifies the process for local governments to obtain snowmobile trail development and maintenance grants in New York State. Previously, local governments had to submit an estimate of expenditures by September first, but now they must submit a full application with required information. The bill changes how state aid is allocated to counties, cities, towns, or villages for snowmobile trail projects. Instead of calculating aid based on a percentage of authorized expenditures, the commissioner will now establish a base rate per mile of trail, which will serve as the primary grant amount. Local sponsors (primarily counties, or cities/towns/villages if the county does not participate) can receive up to 100% of their trail development and maintenance costs. The funding will be distributed in two stages: 70% by November first and the remaining 30% upon project completion, with the possibility of additional prorated funding if approved expenses exceed the base grant. The goal is to encourage safe snowmobile trail development, promote tourism, and provide more flexible funding for local trail maintenance programs. The bill will take effect 90 days after becoming law.
