AI Summary

This bill amends the Illinois Pesticide Act to update various provisions related to pesticide registration, licensing, and certification. The bill introduces several key changes, including modifying registration and licensing fees for different types of pesticide-related activities, extending the validity of certifications, and establishing a new optional renewal process for certified applicators, licensed operators, and registered pesticide dealers. Specifically, the bill allows these professionals to renew their credentials by either taking an examination every three years or completing 15 hours of Department-approved education courses every three years. The education courses must be approved by the Department and cannot be primarily focused on selling specific products. The bill also updates fee structures for various licenses and registrations, with incremental increases planned for 2024-2025 and 2026 onwards, and introduces new provisions for license transfers and duplicate licenses. Additionally, the bill adds new definitions to the Act, such as "education course" and "license transfer," and provides the Department of Agriculture with the authority to adopt rules to implement these changes, subject to appropriation and the successful implementation of tracking software.
