This bill amends the retirement and social security law to provide enhanced retirement benefits for sheriffs, undersheriffs, deputy sheriffs, and correction officers with more than 25 years of credited service. Specifically, members who complete 25 years of service will continue to receive a pension equal to one-half of their final average salary, but will now also receive an additional retirement allowance of one-sixtieth of their final average salary for each year of creditable service beyond 25 years. This additional benefit is capped so that the total pension cannot exceed three-quarters of the member's final average salary. The bill stipulates that any past service costs associated with implementing these changes will be borne by the county that elects to participate in this retirement benefit structure. The changes will apply to all qualified members who retire on or after the bill's effective date, and the fiscal analysis estimates a one-time past service cost of approximately $44.8 million and an ongoing annual cost of about $5 million across various New York counties.
