AI Summary
This bill creates the One Health Commission within the Department of Public Health to develop a strategic approach that promotes collaboration between health professionals across human, animal, and environmental domains. The Commission will be composed of representatives from various state agencies, including the Directors of Public Health, Agriculture, and Environmental Protection Agency, as well as experts from academic institutions and medical fields. Its primary goals include recommending best practices for interdisciplinary communication, establishing mechanisms to respond to zoonotic disease outbreaks, developing educational initiatives about the One Health approach, and collaborating on emerging health threats. The term "One Health" recognizes the interconnectedness of human, animal, and environmental health, particularly noting that approximately 60% of known infectious diseases in humans originate from animals. The Commission will be required to submit a comprehensive report to the General Assembly and Governor by January 1, 2028, detailing the development of the One Health Framework, assessing surveillance systems, and providing recommendations for future policy enhancements. Commission members will serve without compensation but will receive administrative support from the Department of Public Health and the University of Illinois. The bill aims to improve public health preparedness by fostering a collaborative, multidisciplinary approach to understanding and addressing complex health challenges.
