This bill modifies requirements for prime contractors bidding on public works contracts valued at $1,000,000 or more. The key changes include mandating that bidders submit, at the time of bid submission, the names of licensed subcontractors for specific trade work (HVAC, plumbing, and electrical) along with proof of their licensing. Bidders must now correct any licensing errors within 48 hours of submission. For structural steel and rebar installation subcontractors, names must be submitted within 48 hours after the bid submittal time. The bill maintains existing provisions that prohibit listing more than one subcontractor per work category and prevents "bid shopping" or "bid peddling" (practices where contractors try to replace subcontractors to reduce costs after the initial bid). Subcontractors can only be substituted for specific reasons, such as refusal to sign a contract, bankruptcy, inability to perform, or inability to obtain necessary bonding or insurance. The requirements do not apply to certain specialized contract types like design-build or job order contracts. The bill removes a previous provision that required the Capital Projects Advisory Review Board to study and report on subcontractor listing policies.
