This bill establishes the State Agency Value Initiative (SAVI) program, designed to encourage state agencies to identify cost-effective and efficiency measures that can save money. Under this program, participating state agencies, including Minnesota State Colleges and Universities, can retain up to 50 percent of unspent operational appropriations at the end of a biennium if those savings result from innovative or creative cost-cutting measures. Agencies must create a peer review panel comprised of both department employees and managers to evaluate and recommend specific projects for funding from these retained savings. Before spending the money, agencies must post project details on their website for 30 days and obtain approval from the commissioner of management and budget, who must also submit the request to the Legislative Advisory Commission for review. Each participating agency will establish a dedicated SAVI account in the special revenue fund to manage these savings, with the constraint that the funds can only be used for projects directly supporting the agency's mission and without creating future financial obligations beyond the available savings. The program becomes effective June 30, 2025, and will first apply to funds carried forward from the biennium ending on that date.
