AI Summary

This bill directs the Mississippi Division of Medicaid (MDOM) to conduct a comprehensive study on the impacts of work requirements for Medicaid expansion, focusing on individuals aged 19-64 with incomes up to 138% of the federal poverty level. The study, to be conducted in collaboration with the Mississippi Institutions of Higher Learning, will run from implementation until July 1, 2031, and involves collecting detailed data on various demographic subgroups who are subject to work reporting requirements. The research will examine how work requirements affect Medicaid eligibility, tracking participants' experiences through methods like surveys, interviews, and data matching, with specific attention to factors such as employment, job tenure, reasons for benefit loss, and healthcare utilization. The bill requires MDOM to submit annual reports to legislative Medicaid committees, with interim findings reported by March 1 each year starting in 2027 and a final report by August 1, 2031. The study aims to rigorously evaluate the implementation and impacts of work requirements, with provisions to protect participants' privacy under HIPAA laws and the potential to recommend amendments to the work requirement methodology based on study findings. The bill is set to be automatically repealed on January 31, 2031, and will take effect on July 1, 2025.
