This resolution commends Carlos Del Toro for his distinguished service as the Secretary of the Navy, highlighting his remarkable personal and professional journey. Born in Havana, Cuba, Del Toro and his family came to the United States as refugees in 1962, settling in New York City, where he later earned an appointment to the United States Naval Academy. During his 22-year Navy career, he served as a surface warfare officer, became the first commanding officer of the USS Bulkeley, and held significant roles in defense program analysis and budget oversight. After retiring as a commander, he founded a technology solutions company supporting national defense programs and served on the University of Mary Washington Board of Visitors. In 2021, President Biden nominated him as Secretary of the Navy, a position in which he has worked to secure equipment, enhance training, address complex military challenges, and maintain naval morale. The resolution formally recognizes Del Toro's outstanding contributions to the Navy and the United States, and directs the Senate Clerk to prepare a copy of the resolution to be presented to him as a token of appreciation for his distinguished military career and service.
