This bill establishes the Green Affordable Pre-Electrification (GAP) Fund, a program designed to help low and moderate-income homeowners and tenants repair structural and building code defects that currently prevent them from qualifying for climate change adaptation and energy efficiency grants. The program will provide financial awards to eligible applicants to complete rehabilitation projects that address health hazards like mold, lead-based paint, and asbestos, as well as make structural improvements such as electrical upgrades, roof repairs, foundation work, and moisture control.
