This bill amends Tennessee law to address license plate flippers, which are devices that can mechanically rotate or change a vehicle's license plate. The legislation allows law enforcement officers to seize or impound a motor vehicle found with an installed license plate flipper, but requires that the vehicle owner or operator be given the opportunity to safely remove the device if they are present. If the owner can remove the flipper, the officer may only seize the device itself as contraband. If the vehicle is impounded, the owner becomes responsible for towing and impounding fees, as well as the costs of removing the license plate flipper. The law enforcement officer has discretion to direct the vehicle owner to move the vehicle to a designated location for safe removal of the flipper. The bill takes effect immediately upon becoming law, with the stated purpose of protecting public welfare by preventing potential license plate manipulation or concealment.
