AI Summary

This bill establishes a Collaborative Care Model and Primary Care Behavioral Health Model Implementation Program to improve mental health integration in primary care settings across Pennsylvania. The legislation creates a grant program that will provide financial support to primary care physicians and practices to help them develop integrated behavioral health services. The bill divides the state into six regions and will fund at least one technical assistance center in each region to support primary care practices in implementing these models. Grant funds can be used for hiring staff, establishing relationships with behavioral health professionals, purchasing software, and developing patient registries. The program prioritizes grants for rural areas and counties with higher-than-average suicide or overdose rates. The collaborative care model involves a team approach including a primary care physician, care manager, and psychiatric consultant, with structured care management and regular clinical assessments. Technical assistance centers will help practices develop financial models, staffing strategies, training programs, and billing procedures for these integrated behavioral health services. The goal is to make mental health support more accessible by embedding behavioral health professionals directly into primary care settings and providing comprehensive, coordinated care.
