AI Summary

This bill establishes a comprehensive regulatory framework for water well and pump installation contractors in Kansas, creating new licensing requirements and enhancing existing regulations. The bill introduces a new pump installation contractor license and expands the existing water well contractor license by adding more stringent qualification standards, including mandatory experience working under a licensed contractor (two years for water well contractors and one year for pump installation contractors). The licensing examinations will now cover a broader range of technical skills, including knowledge of drilling methods, pump installation, water treatment devices, and water system components. Contractors will be required to maintain detailed records of their work, including specific information about well construction, water quality, and pump installations, which must be submitted to the secretary within 30 days of project completion. The bill also modifies license terms to run for two-year periods beginning on July 1 of even-numbered years and standardizes the process for license renewal, revocation, and potential reinstatement. Additionally, the bill changes the disposition of penalty fees, directing them to the water program fund instead of the state general fund, and updates enforcement mechanisms to include civil penalties up to $5,000 for violations, with provisions for hearings and appeals through the Kansas administrative procedure act.
