Bill Young Cell Transplantation Program and the National Marrow Donor Program when applying for or renewing a driver's license or non-driver identification card. Specifically, the bill directs the Department of Motor Vehicles (DMV) to add space on driver's license and ID card applications that informs applicants about the national bone marrow donor registry and provides an option to consent to sharing limited personal information (first and last name, date of birth, email address, and physical address) with the registry operator. The commissioner of motor vehicles is required to establish a process for referring consenting applicants to the registry and to add a link to the registry's information on the DMV's public website. The bill is set to take effect on January 1, 2028, with preparatory administrative actions allowed immediately.
