The analysis will specifically explore potential cost savings for the Commonwealth over one, five, and ten-year periods, evaluate the benefits of early retirement programs for employing younger workers, assess impacts on critical skills and agency staffing, and review past early retirement incentives' effects on budgets and workforce needs. The committee is required to submit a public report to the State Government Committee within one year of the resolution's adoption, with the findings to be promptly shared with all General Assembly members and the Governor for further consideration.
