This bill establishes a new process for healthcare providers participating in the TennCare (Tennessee's Medicaid) program to receive certification for their unreimbursed healthcare costs as charitable contributions. Under the bill, eligible healthcare providers, which include individual providers or group practices participating in TennCare, can obtain an official certification of their unreimbursed costs by paying an annual fee of $25 to TennCare (or $25 per healthcare provider for group practices). The bill defines "unreimbursed costs" as the difference between 125% of the average federal Medicaid reimbursement rate and the actual TennCare reimbursement rate for services provided to TennCare recipients. TennCare will be required to provide a statement to each eligible healthcare provider by January 31st of the following year detailing the total amount of their charitable contributions. The bill allows the TennCare division to create rules for implementing this process, and it will take effect for rules immediately upon becoming law, but will apply to charitable contributions starting July 1, 2025. This legislation aims to provide a formal mechanism for recognizing and documenting healthcare providers' uncompensated care within the TennCare system.
