This bill modifies Tennessee's licensing requirements for tattoo artists by updating the training and certification process. Specifically, the bill allows tattoo artists who have been licensed in Tennessee for fewer than three years, but have been licensed in another state for 10 years or more, to train apprentices. The bill requires that tattoo artist apprentices complete a minimum one-year training program in a certified shop under a licensed tattoo artist, with the mentor artist providing a signature on the apprenticeship completion application to verify that the apprentice has met all necessary requirements. For out-of-state tattoo artists seeking licensure in Tennessee, the bill maintains the existing provision that they must demonstrate at least two years of professional experience, which can be proven through business licenses, tax records, or similar documentation. Tattoo artists who were already operating in Tennessee as of October 1, 1996, remain exempt from these training requirements. The bill will take effect on January 1, 2026, and amends Titles 62 and 68 of the Tennessee Code Annotated.
