This bill creates an advisory task force on state reimbursement rates to address healthcare workforce and compensation challenges in Tennessee. The task force will consist of nine members: six appointed by legislative leaders (representing different health-related professions) and three ex officio government officials from departments like labor, children's services, health, and TennCare. Members will serve staggered terms of three to four years, with subsequent appointments lasting six years. The task force's primary responsibilities include making recommendations to state agencies about adequate salaries and benefits for essential healthcare staff, investigating workforce shortages, and analyzing factors affecting direct support professionals' employment, such as cost of living, benefits, and employment barriers. The task force will consider various factors like agency business costs, professional salary comparisons, and administrative support expenses. By August 1st each year (beginning in 2026), they must submit an annual report with recommendations to key state officials, legislative committee chairs, the governor, and the finance commissioner. Notably, task force members will not receive compensation or per diem expenses, and they must conduct at least one in-person meeting annually. The bill takes effect immediately for appointing members and fully implements on July 1, 2025.
