This bill amends the New York Civil Rights Law to prohibit property owners, including homeowners associations, boards, landlords, and property managers, from enforcing or creating rules that prevent residents from displaying religious items on their entry door or doorframe. The law allows such displays with some important restrictions: religious items cannot threaten public health or safety, obstruct door operation, violate any laws, contain obscene content, or exceed 36 by 12 square inches in size (while still fitting on the door). If an association needs to perform maintenance on a door, they may temporarily require a resident to remove a religious item, but must provide individual notice and allow the item to be replaced after work is completed. The bill defines key terms, including specifying that a "religious item" must be displayed because of a sincerely held religious belief. The legislation aims to protect residents' rights to express their religious identity in their living spaces while maintaining reasonable limitations to ensure safety and community standards. The law will take effect 30 days after being signed.
