Bill Summary

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning PDPM STRIVE staffing ratio calculations for nursing facilities, provides that beginning January 1, 2025, the staffing percentage used in the calculation of the per diem staffing add-on shall be its PDPM STRIVE Staffing Ratio which equals: its Reported Total Nurse Staffing Hours Per Resident Per Day as published in the most recent federal staffing report (the Provider Information file), divided by the facility's PDPM STRIVE Staffing Target. Provides that each facility's PDPM STRIVE Staffing Target is equal to .76 times the facility's Illinois Adjusted Facility Case-Mix Hours Per Resident Per Day. Provides that a facility's Illinois Adjusted Facility Case-Mix Hours Per Resident Per Day is equal to its Nursing Case-Mix (as published in the most recent federal Provider Information file) divided by 1.4627 times 3.79 (which is the Reported Total Nurse Staffing Hours Per Resident Per Day for the Nation as reported in the January 2024 State US Averages file). Effective July 1, 2025.

AI Summary

This bill amends the Illinois Public Aid Code to modify how nursing facilities calculate their staffing ratios and receive per diem staffing add-on payments. Beginning January 1, 2025, nursing facilities will calculate their PDPM (Patient Driven Payment Model) STRIVE Staffing Ratio by dividing their Reported Total Nurse Staffing Hours Per Resident Per Day by their facility-specific PDPM STRIVE Staffing Target. The Staffing Target will be calculated as 0.76 times the facility's Illinois Adjusted Facility Case-Mix Hours Per Resident Per Day, which is determined by dividing the facility's Nursing Case-Mix by 1.4627 and multiplying by 3.79 (the national Reported Total Nurse Staffing Hours Per Resident Per Day). The bill introduces a graduated payment structure where facilities meeting certain staffing percentage thresholds receive increasing per diem add-on payments, ranging from $9 to $38.68, to incentivize higher staffing levels. This change is part of ongoing efforts to improve staffing and care quality in nursing facilities by linking reimbursement to staffing performance, with the new calculations and payment structure taking effect on July 1, 2025.
