Construction manager at-risk involves a contractor who advises on design and construction while providing a guaranteed maximum price, design-bid-build follows the traditional sequential design, procurement, and construction phases, design-build combines architectural and engineering services with construction under a single contract, and design-build-finance-operate allows a private sector entity to handle design, construction, financing, and operation of a project. The legislation aims to give larger local governments more flexibility in selecting the most effective and efficient approach for their specific construction needs, while still requiring adherence to existing purchasing laws. The act will take effect immediately upon becoming law.
