This bill introduces a phased approach to reducing mandatory university fees for graduate students at both the State University of New York (SUNY) and City University of New York (CUNY). In the 2026-2027 academic year, graduate students serving in various assistantship roles (such as teaching, research, or instructional positions) will be required to pay only 25% of current and future mandatory university fees, with the exception of the graduate student association activity fee. Then, beginning in the 2027-2028 academic year, these graduate students will be completely exempt from mandatory university fees, again keeping only the graduate student association activity fee in place. The bill applies to both full-time and half-time graduate student appointees across SUNY and CUNY systems, and is designed to reduce the financial burden on graduate students working in academic support roles. The legislation takes effect immediately upon passage, setting a clear timeline for the gradual elimination of most mandatory fees for these graduate student workers.
