This bill establishes a Safe Community Enforcement Fund as part of Arizona's marijuana regulation framework, which will receive $2,500,000 biannually from the existing Smart and Safe Arizona Fund from fiscal years 2025-2026 through 2029-2030. The new fund will be administered by the Department of Public Safety and used to support marijuana law enforcement through agreements or contracts with cities, towns, county sheriffs, county prosecutors, or the Attorney General's office. The department can use up to 10% of the fund's annual deposits for its own enforcement efforts and must submit detailed expenditure plans to the Joint Legislative Budget Committee for review each fiscal year, including quarterly reports on spending and progress. The bill requires that these funds cannot replace existing funding sources for marijuana law enforcement, and the fund will automatically be repealed on December 31, 2030. The provisions of this bill will only take effect if at least three-fourths of the members of each legislative house vote in favor of it, as required by the Arizona Constitution.
