This bill introduces a new type of residential care facility called a "complex care residential home" in Alaska's healthcare regulations. The bill amends existing statutes to include complex care residential homes in the list of entities subject to the Department of Health's regulations, and excludes them from the definitions of assisted living homes and hospitals. The bill also requires the Department of Health to submit necessary amendments to the Medicaid state plan or apply for waivers to implement these changes, with the provisions taking effect only after receiving approval from the U.S. Department of Health and Human Services by July 1, 2031. The commissioner of health must notify the revisor of statutes within 30 days of receiving federal approval, and the changes will take effect the day after such approval is granted.
