This bill establishes a new disaster-related latent damage recovery grant program administered by the Division of Homeland Security and Emergency Services to help municipalities repair hidden infrastructure damage caused by natural disasters. The program allows municipalities to apply for grants between one and seven years after a governor's state of emergency declaration to fix damage to public infrastructure like roads, bridges, drainage systems, electrical and communication systems that was not initially apparent. Grants are limited to 10% of previous state or federal disaster assistance and cannot exceed $10 million per calendar year for a single municipality. "Latent damage" is specifically defined as damage not reasonably visible during initial damage assessments, and grants cannot be used for routine maintenance or wear and tear repairs. The program will be funded through appropriations, gifts, and grants, with actual grant awards dependent on available funding. The bill will take effect on the first of April following its passage, with immediate authorization for developing implementation regulations.
