This bill modifies the Arkansas Public Employees' Retirement System (APERS) statutes to allow public transit authorities to become participating public employers and enable their employees to become members of the retirement system. Specifically, the bill adds "employees of a public transit authority" to the existing list of "nonstate employees" who can participate in APERS, and includes "a public transit authority" in the definition of "participating public employers". The bill also adds a new definition for "public transit authority" as a public governmental entity formed under the Public Transit System Act that has elected to participate in APERS through a majority vote of its board of directors. This change provides public transit authority employees with the opportunity to join the state's public employee retirement system, which can help with employee recruitment, retention, and retirement benefits. The modifications are technical in nature and expand the scope of APERS to include another category of public sector workers.
