This bill creates a new process for cities and towns located in active management areas to obtain an assured water supply designation under specific conditions. To be eligible, a city or town must be entirely within an irrigation and water conservation district and have a long-term contract (at least 100 years) to receive and treat water from that district for municipal use. The application requires demonstrating progress towards water management goals in the area for at least three out of five previous years. The city or town must also prove it has sufficient surface water or effluent (treated wastewater) available for at least 100 years and demonstrate financial capability to construct necessary water infrastructure. The bill gives the director of the water management department discretion to review and potentially revoke the assured water supply designation.
