This bill directs the Health Evidence Review Commission (HERC) to conduct a comprehensive medical technology assessment of gender-affirming treatments by August 30, 2025. The assessment will define gender-affirming treatment as medical procedures, services, drugs, or products prescribed to address incongruence between an individual's gender identity and sex assigned at birth. HERC will evaluate the safety, efficacy, and evidence for a wide range of treatments including puberty blockers, hormone therapy, various surgical procedures (such as mastectomies, genital surgeries, facial surgeries), hair electrolysis, and other gender-affirming interventions for children, adolescents, and adults. The commission must develop evidence-based healthcare guidelines and submit a detailed report to legislative health committees by September 15, 2026, which will also be made publicly available. The bill includes an emergency clause, meaning it takes effect immediately upon passage, and the provisions will be automatically repealed on January 2, 2027, making it a time-limited directive for the medical technology assessment.
