This bill directs the Alcohol and Drug Policy Commission (ADPC) to conduct a comprehensive study of youth substance abuse prevention and treatment programs in Oregon. Specifically, the bill requires the commission to perform three key assessments: first, a detailed inventory of existing primary prevention programs, examining their workforce, types of interventions, effectiveness, funding, and unmet needs; second, an assessment of substance use screening, intervention, and referral programs in schools and youth-serving organizations, including evaluating the potential to expand these services; and third, an analysis of gaps in the provider workforce and service delivery system for youth substance use disorder treatment across various levels of care, such as outpatient and residential treatment. The bill defines "primary prevention" as a public health strategy aimed at intervening before negative health effects occur, with the goal of delaying or preventing young people's use of harmful substances. By September 15, 2026, the commission is required to report its findings and recommendations to the interim legislative committees related to health, providing a comprehensive overview of the current state of youth substance abuse prevention and treatment in Oregon.
