This bill amends the existing law governing cannabis revenue distributions to modify how funds are allocated among various state agencies and local governments. The bill maintains existing appropriations for administrative costs, public health programs, social equity grants, research, and other specific initiatives. However, it introduces a phased increase in the percentage of cannabis revenue distributed to local jurisdictions. From fiscal year 2026 through 2030, the bill gradually increases the direct distribution to cities and towns where licensed cannabis retailers are located, from 1.5% to 4%, and increases the per capita distribution to cities and towns from 3.5% to 6%. Simultaneously, the bill reduces the percentage deposited into the state general fund from 32% to 27% over the same period. The distribution to local jurisdictions is based on specific criteria, including the proportion of cannabis tax revenues generated in each jurisdiction and population size, with the condition that recipient jurisdictions do not prohibit the siting of licensed cannabis businesses. These changes aim to provide more consistent and increasing financial support to local governments that host cannabis retail operations.
