This bill requires the California Department of Water Resources (DWR) to modernize its water supply forecasting approach by developing a new model that better accounts for climate change impacts. Specifically, by January 1, 2027, DWR must adopt an updated water supply forecasting model and establish clear criteria for determining when the model is sufficiently predictive for use in different watersheds. The bill mandates that DWR prepare and submit annual reports to the Legislature detailing its progress in implementing the new forecasting model, starting in January 2028. Additionally, the department must create a formal policy documenting its operational plans and rationale for water management decisions, including explanations for water releases from reservoirs. Beginning in 2027, DWR will be required to hold at least two public meetings annually in locations like Redding, San Francisco, Tulare, and southern California, where it will present its operational decisions, water supply management strategies, and the effectiveness of its new forecasting model. These meetings and their details must be publicly announced at least 60 days in advance, and a comprehensive report summarizing the presentations must be posted online and submitted to the Legislature. The reporting requirements are set to expire on January 1, 2032, unless extended.
