This bill requires the Comptroller to distribute $500,000 of supplemental local impact aid from the State Lottery Fund's Racetrax game proceeds to Anne Arundel County, Howard County, and the City of Laurel beginning in fiscal year 2026. The funds must be used to provide programs and services for communities surrounding Laurel Race Course, including health and mental health services, individual and family counseling, drug and alcohol addiction support, social services, nutrition and wellness programs, and transportation to medical services. Specifically, Anne Arundel County may only use its portion to provide grant funding to nonprofit organizations that have a history of working with backstretch workers at Laurel Race Course and employ Spanish-speaking staff or provide translation services. The bill includes a condition that the supplemental aid will stop if Laurel Race Course is no longer used for live racing or training, or if backstretch workers are no longer living on the property. The legislation is set to be in effect for two years, automatically expiring on June 30, 2027, unless further action is taken by the General Assembly.
