This bill amends existing law to require the New York State Department of Transportation and the Thruway Authority to install at least two photo speed violation monitoring systems (speed cameras) in highway construction or maintenance work areas on controlled-access highways and the thruway. Previously, the law allowed for the installation of up to twenty cameras on controlled-access highways and up to ten cameras on the thruway, but did not mandate a minimum number. The bill removes language that previously guided camera placement based on criteria like speed data, crash history, and roadway geometry, and instead simply requires a minimum of two cameras. These cameras will be used to automatically detect and issue citations to vehicles exceeding posted speed limits in work zones, both when specific work zone speed limits are in effect and when standard speed limits apply. The bill specifies that these monitoring systems cannot be installed on highway or thruway exit ramps. The law will take effect 90 days after becoming official, with provisions allowing for preparatory rule-making to begin immediately.
