This bill creates a new Joint Committee on Government Efficiency within the Missouri General Assembly, composed of eight members (three senators appointed by the president pro tempore, two senators appointed by the minority floor leader, three representatives appointed by the speaker of the house, and two representatives appointed by the minority floor leader). The committee will have broad responsibilities including reviewing state rules and regulations for inefficiencies, analyzing agency budgets for potential cost reductions, reviewing unused state property, examining statutes with significant budget impacts, and conducting a comprehensive review of the state's social services system. The committee will produce multiple annual reports, including recommendations for legislative action, potential job eliminations, and state property transactions. These recommendations will automatically take effect unless explicitly disapproved by the General Assembly or the Governor. The bill also establishes a Government Efficiency Fund to collect and manage cost savings generated by the committee's recommendations, with funds to be used by the Missouri works program in the department of economic development. Committee members will serve without compensation but can be reimbursed for necessary expenses, and the committee is required to meet monthly, beginning within six months of the bill's effective date.
