This bill establishes guidelines for law enforcement agencies' use of generative artificial intelligence (AI), which is defined as a machine-based system capable of creating content like text, audio, images, or video by learning from large data volumes. The bill requires each law enforcement agency to develop a comprehensive policy governing employees' use of generative AI, which must specify permissible AI technologies, authorized uses and tasks, and emphasize the importance of content review. The policy must also inform employees that policy violations may result in administrative disciplinary action. Furthermore, any police report or law enforcement record created wholly or partially using generative AI must include a clear disclaimer acknowledging AI-generated content and a certification from the author that they have thoroughly reviewed the document for accuracy. The bill defines artificial intelligence broadly as a machine-based system that can make predictions, recommendations, or decisions influencing real or virtual environments based on human-defined objectives. The legislation is set to take effect on May 7, 2025, providing law enforcement agencies time to develop and implement the required policies.
