This bill modifies the procedure for requesting audits of political subdivisions by the state auditor. Currently, the state auditor automatically audits counties without a county auditor and can conduct audits of other political subdivisions if requested by a petition. The bill changes the petition process by specifying the number of qualified voters required to trigger an audit based on the size of the political subdivision. For smaller subdivisions with less than 1,000 qualified voters, 25% of voters must sign; for subdivisions with 1,000-5,000 voters, 15% must sign (with at least 200 signatures); for those with 5,000-50,000 voters, 10% must sign (with at least 750 signatures); and for subdivisions with over 50,000 voters, 5% must sign (with at least 5,000 signatures). The political subdivision must pay for the audit, and the petition must disclose the estimated audit cost. Additionally, the bill allows individuals who allegedly signed the petition to submit a sworn statement within ten days to withdraw their signature, and stipulates that no political subdivision can be audited by petition more than once in three calendar or fiscal years. The bill also establishes a "Petition Audit Revolving Trust Fund" to manage the audit costs.
