This joint resolution proposes a constitutional amendment that would redirect a portion of general revenue from the Economic Stabilization Fund (also known as the "Rainy Day Fund") to the Texas Water Fund when the fund reaches its statutory limit. Specifically, when the Comptroller of Public Accounts reduces transfers to the Economic Stabilization Fund to prevent it from exceeding its biennial cap, the Comptroller would transfer to the Texas Water Fund an amount equal to the reduction, up to $1 billion annually, with adjustments for inflation (not to exceed 2% per year). The amendment would expand the sources of funding for the Texas Water Fund, which can currently receive money from appropriations, general law transfers, gifts, grants, donations, and investment earnings. The proposed changes would take effect on January 1, 2026, and the temporary provision expires on January 1, 2027. The amendment would be submitted to Texas voters for approval at the November 4, 2025 election, with voters choosing to support or oppose the proposition of dedicating certain general revenue to the Texas Water Fund.
