AI Summary
This bill establishes a state conservation fund and modifies state water plan funding mechanisms to support conservation districts and water infrastructure projects. The bill reduces the annual transfer from the state general fund to the state conservation fund from $5 million to $2.5 million, with the money to be used for matching federal or private funds and funding domestic water quality sampling. Conservation districts will be required to provide aggregate water quality sampling data to the state geological survey. The bill also enhances transfers to the state water plan fund, increasing transfers from $35 million to $55 million annually from fiscal years 2025 to 2027. Additionally, the bill creates new provisions for transferring funds to water technical assistance and water projects grant funds, with $7 million and $18 million to be transferred respectively each year. These enhanced funding mechanisms and the new funds will sunset on July 1, 2028, at which point remaining money will be transferred back to the state water plan fund and the technical assistance and projects grant funds will be abolished. The Kansas water authority is given expanded discretion in recommending fund allocations, including potential support for conservation district positions, water infrastructure projects, and stockwatering conservation projects, with an emphasis on cooperation between state and local entities and nonprofit organizations.
